Facebook's secret content guidelines now available to public

Facebook details its fight to stop terrorist content

Facebook already banned most of these actions on its previous "community standards" page, which sketched out the company's standards in broad strokes.

Chaudhary said Facebook could still continue to ban posts without giving any explanation to the users at it holds no liability to do so being a private company.

The community standards run 27 pages and cover topics including bullying, violent threats, self-harm, and nudity, among many other topics. Monika Bickert, Facebook's head of global policy management told reporters, "The vast majority of people who come to Facebook come for very good reasons". So we're realistic about that. On Monday, Facebook took another hit when it was sued for defamation by Martin Lewis, a British financial expert who claims his image has been used in 50 fake Facebook adverts to scam millions from vulnerable people.

While leaks have given us some indication of the types of content Facebook blocks, this is the first time Facebook has openly revealed how it moderates the content we post online. This is our way of saying these things are not tolerated.

Content where someone "admits to personal use of non-medical drugs" will be removed too, along with videos of people "cursing at a minor".

The guidelines, Facebook says have been created together with experts and advocacy groups have also been translated into over 40 languages and apply to all countries that Facebook operates.

Facebook has just publicised how it's community guidelines are enforced by reviewers across the world. "I have actually had conversations where I talked about our standards and people said, 'I didn't actually realize you guys have policies, '" said Bickert. Users sharing such content must clearly show such objective or moderators will remove the content. It does allow graphic violence in cases that "raise awareness about issues", however, and in such cases Facebook places a warning about graphic content and requires the viewer to be over 18 years of age or older. The community standards also does not affect the false information - Facebook does not prohibit it, but is trying to reduce its spread.

Billoo herself was censored by Facebook two weeks after Donald Trump's election, when she posted an image of a handwritten letter mailed to a San Jose mosque and quoted from it: "He's going to do to you Muslims what Hitler did to the Jews".

That said, the company says it "defaults" to removing sexual imagery to prevent the sharing of non-consensual or underage content. "Everyone should expect that the standards will be updated frequently", said she. "This is not a self-congratulatory exercise".

Zahra Billoo, executive director of the Council on American-Islamic Relations' office for the San Francisco Bay area, said adding an appeals process and opening up guidelines would be a "positive development" but said the social network still has a ways to go if it wants to stay a relevant and safe space.

Facebook also announced plans to develop a more robust process for appealing takedowns that were made in error. We also allow photos of women actively engaged in breastfeeding or showing breasts with post-mastectomy scarring.

Facebook has been under fire from several governments recently when Cambridge Analytica was found boasting about how it used the platform to sway not just U.S. elections but even certain state elections in India by manipulating the content that people see on Facebook.

From this point forward, if Facebook deletes a post for any of the above reasons, the person who posted the content will be notified and given a chance to ask for a second review.

An appeal will be reviewed by a content reviewer within 24 hours, and if the post is deemed okay by Facebook's human team, it'll be restored. The notification will give you the option to request an additional review.
