Cabinet agreed it was vital that the use of chemical weapons did not go unchallenged.

In the call, the two leaders had agreed that the regime of Syrian President Bashar al-Assad "had established a pattern of risky behaviour in relation to the use of chemical weapons", Downing Street said.

Davis, who voted against military action against the Assad regime in 2013, added: "The situation in Syria is horrific - the use of chemical weapons is something the world has to prevent".

The mission was only allowed after approval by MPs - they backed military action in Iraq in September 2014, and in Syria a year later, strictly limiting strikes to IS targets.

"You are a minority Government and you need to seek the consent of Parliament before you commit the United Kingdom to any action".

Britain's Ministry of Defense refused to comment on reports that Royal Navy submarines armed with cruise missiles have been dispatched into range of Syria. "We don't comment on submarine movements", a spokesman said.

Trump is considering his military options in Syria after Saturday's alleged chemical attack against the rebel-held town of Douma.

The Organisation for the Prohibition of Chemical Weapons had said it meant to send investigators to Douma to look for evidence of a chemical attack.
