It's not immediately clear how that test factored into the bridge's eventual collapse.

Cowart told the outlet that Miami-Dade police have no idea how many people are still missing and presumed dead.

On Twitter, Miami-Dade Police asked people to contact the homicide bureau with any information about a cause.

"We are shocked and saddened about the tragic events unfolding at the FIU-Sweetwater pedestrian bridge", Florida International University said in a statement.

As of Friday morning, authorities have not released the identities of the victims killed in the collapse.

"We know that there's going to be a negative outcome at the end of the day", Perez said.

Rescuers spent Thursday night searching for trapped victims.

Scott said an exhaustive investigation will uncover "why this happened and what happened", and he vowed to hold accountable those responsible.

Renderings of the finished bridge showed a tall, off-center tower with cables attached to the walkway to support it. When the span collapsed, the main tower had not yet been installed, and it was unclear what builders were using as temporary supports.

Last week, a partially-constructed pedestrian bridge collapsed in Miami, Florida, killing six people and sending more to the hospital.

That could happen in a number of different ways: parts of a bridge could be made off-site before being assembled on-site; bridge parts could be partially assembled, trucked into location, and then finished on-site; and in some cases, most of a bridge could be built adjacent to its future home and then moved into place.

The pedestrian bridge, which reportedly used the Accelerated Bridge Construction or instant bridge, collapsed over a busy road on Thursday.

The pedestrian bridge was a collaboration between Miami-based MCM Construction and Figg Bridge Design, which is based in Tallahassee.

The engineering company is FIGG Bridge Group.

But media outlets were quick to point out that Figg has been involved in bridge collapses.

CBS News has learned two of the firms that built the bridge have been accused of unsafe practices.

News reports saying that engineers may have been conducting a stress test that might have led to the collapse could not be confirmed, officials said.
