How Trump's Steel Tariffs Will Impact Jobs

It is the biggest worldwide exporter of both steel and aluminum to the United States, so it has a significant stake in whatever President Donald Trump decides to do with a series of recommendations he received Friday.

On Friday, Commerce Secretary Wilbur Ross reported that steel is in fact important to US national security and current import flows are adversely impacting the steel industry. U.S. Steel up 2 percent, and AK Steel up 1.1 percent. US steel plants are running at 73 percent of capacity and aluminum plants at 48 percent. China is by far the largest producer and exporter of steel, and the largest source of excess steel capacity.

For aluminum, Ross recommended a tariff of 7.7% on imports from all countries, or a tariff of 23.6% on imports from five specific aluminum exporters, again including China and Russian Federation.

Department's goal is to increase demand for American-made metals.

One of the witnesses who contributed testimony was a Canadian - who happens to be a key player in the USA steel industry, and a longtime associate of Ross's: the Ontario-born president of the United Steelworkers union, Leo Gerard.

The report called for a 24 percent tariff on steel exported from all countries and higher tariffs on exports from 12 targeted countries: Brazil, China, Costa Rica, Egypt, India, Malaysia, Republic of Korea, Russia, South Africa, Thailand, Turkey and Vietnam. Our imports are almost four times our exports.

Commerce Secretary Wilbur Ross, he said, submitted the result of the investigations to him this month. "Alternatively, MEMA would recommend that the Administration implement a robust exemption or exclusion process that would allow industry representatives, like trade associations, to apply for exemptions on behalf of multiple member companies, and that those exemptions go into effect before any tariff is imposed".

Senator Pat Toomey cautioned the president to proceed cautiously under Section 232 for national security reasons, arguing that USA defense needs account for only about 3 percent of domestic steel consumption.

The problem with antidumping and countervailing cases, Ross said, is they are "required to be quite precise as to product and company" and "serial offenders can avoid them by transshipping through other countries without processing or by shipping the end product. Infrastructure, which is necessary for our economic security, is a major use of aluminum".

The department notes that employment in the aluminum industry fell by 58 percent between 2013 and 2016, while employment in the steel industry dropped 35 percent in the last 20 years. As of February 15, there are 169 antidumping and countervailing duty orders on steel imports. "It'll make a decision, and I will make a decision that reflects the best interests of the United States, including the need to address overproduction in China and other countries".

Ross also suggested cutting imports of steel into the United States, the world's largest steel importer, by 37% from most countries.

For aluminum, the secretary presented a similar array of three options.
