FEMA: Hawaii didn't need alert cancel approval

The false ballistic missile warning sent Hawaii into panic for nearly an hour until emergency officials confirmed it was a false alarm

Last Saturday, an emergency alert was issued by the Hawaii Emergency Management Agency warning islanders to take cover, claiming that a ballistic missile was incoming. And the unnamed government official who mistakenly sent the emergency alert was temporarily reassigned pending the results of an investigation.

The newspaper says he then called his 10-year-old daughter and adult son to say goodbye. They say the U.S.'s relationship with North Korea and the huge military build-up on the island may have led to the practice messaging.

"We have a duty officer who types in the message, it goes through a senior duty officer, so we have two people who see it before it goes out", Wisconsin Emergency Management Spokesperson Lori Getter says. The newspaper reported Tuesday that another man suffered a massive heart attack after bidding good-bye to his son and daughter over the phone during the false alarm. The emergency all-caps alert reiterated the danger by adding "This is Not a Drill".

Japan has an advanced warning system, known as J-alerts, that has traditionally been used for earthquakes but has, over the past year, increasingly been used to warn about North Korean missile activity.

It was 38 minutes between the time the first alert was sent until the second alert was sent, stating that there was no immediate threat and that the first alert was a mistake.

Just after 8 a.m. Saturday, smartphones across Hawaii began displaying the message, "BALLISTIC MISSILE THREAT INBOUND TO HAWAII". NHK and other Japanese media generally alert each missile test, and the government has issued emergency notices when the missiles flew over Japan.

The state said part of the delay in sending the retraction was because they were awaiting FEMA approval.

"I've often thought what would I say if I only had a few moments to share with a person how to get right with God", he continued.

"We need to make sure that a mistake like what happened in Hawaii never happens again", the top Democrats and Republicans on the panel said in a statement. "We take this responsibility very seriously, and have built in precautions to ensure an accidental alert can not happen".
