Early Sunday retired U.S. Navy admiral and former chairman of the Joint Chiefs of Staff, Mike Mullen, said America and North Korea are closer to conflict "than we've ever been".

Kim's comments on South Korea surprised analysts, who described them as the most significant part of his speech. Referring to the Olympics, he said later: "We're willing to take necessary steps including sending our delegation, and for this, the authorities from the North and South could urgently meet". This year's speech was seen as particularly important because of the high tensions over Pyongyang's frequent missile launches and its nuclear test in 2017. (This may not be the case in a crisis, where Kim Jong-un may be forced to tolerate some level of predelegation to retain credible retaliatory capability.) Kim, nevertheless, appeared pleased with his arrangement: "The U.S. could never launch a military attack on me", he said.

"He wants to convince the worldwide community that his nuclear weapons are purely for self-defense and wants to have a negotiated solution with the United States on the basis that he gets to keep its nuclear deterrent capability, Zhao said".

Analysts say Kim may be trying to drive a wedge between Seoul and its ally Washington as a way to ease global isolation and sanctions against North Korea.

Daniel Russel, the top USA diplomat for East Asia until last April and now at the Asia Society Policy Institute, said there was an argument to be made to encourage North Korea's Olympic participation but that it should not be taken too far.
