The Prime Minister is expected to unveil his new look cabinet as early as today.

Mr Turnbull also used his announcement to pay tribute to outgoing Attorney-General George Brandis, who will soon depart for London to become the next UK High Commissioner.

The two most likely contenders to replace him are Social Services Minister Christian Porter and Employment Minister Michaelia Cash.

But Malcolm Turnbull is believed to have ruled out bringing Susan Ley back into cabinet.

But the formation of the PM's new team has already sparked internal ructions within the Nationals, with well-regarded Victorian National, Darren Chester, losing his place in Cabinet and the Infrastructure and Transport portfolio.

He said Nationals leader Barnaby Joyce had wanted more Queenslanders in Cabinet due to the party's strong representation in that state. Turnbull explained away his demotion as a matter of geography and quotas, with deputy Nationals leader McKenzie needing to enter parliament and, with both of them being from Victoria, conventions between the Liberals and Nationals required one of the cabinet spots be stripped from a VIC National and instead go to a Queensland National.

Angus Taylor will be Minister for Law Enforcement and Cyber Security, while Alan Tudge will become Minister for Citizenship and Multicultural Affairs.
