Trump on Obamacare Repeal Effort: 'That's the End of That'

Graham-Cassidy has changed in the past 72 hours: 5 things to know

That has political implications for Republicans girding for congressional midterm elections next year, as well as for the next presidential race in 2020.

The latest iteration of the health care bill by Sens. Lindsey Graham, R-S.C., Bill Cassidy, R-La., Dean Heller, R-Nev., and Ron Johnson, R-Wisc. The Senate has until Friday to vote on the bill. That includes IN and Arkansas, as well as swing states like Florida, Pennsylvania, and OH, which proved critical to Trump's victory.

The revamped proposal gives states more freedom to charge higher premiums for older and seriously ill people and to sell skimpy, lower-cost policies.

In short, if the sponsors are trying to bribe Alaska's and Maine's senators, they haven't done a very good job of it. Arizona Republican John McCain is opposing the bill, and Senator Susan Collins of ME says she's leaving heavily against it. Democrats oppose the measure.

Sen. Lisa Murkowski from Alaska is one of those targets.

Republicans can only afford to lose three votes on the legislation, which needs to pass by the procedural deadline of September 30 when only a simple majority is required.

The Congressional Budget Office (CBO) is expected to release a preliminary analysis of the legislation Monday afternoon.

GOP Sens. Rand Paul of Kentucky and John McCain of Arizona have said they oppose the measure. John McCain (R-Ariz.) and Sen.

Kentucky Republican U.S. Sen Rand Paul tells reporters he plans to vote against a GOP bill that would repeal and replace most of former President Barack Obama's health care law on Monday, Sept. 25, 2017, in Louisville, Ky. "And if this bill goes through, that's it", said Grishman.

Paul said he wants a bill that would rely more on market forces in the health insurance industry.

The new draft also would allocate an additional $750 million a year to states that expanded Medicaid recently, while punishing states that expanded Medicaid when first given the option under the Affordable Care Act. The pot would include money now being spent on tax credits for subsidized private insurance, as well as financing for expanded Medicaid. Some of that federal money would be repackaged as "block grants" for the states. But it lets some states that turned down extra federal funds to expand Medicaid to count the rejected money in a formula determining how large a state's newly created block grant will be. Florida features a competitive Senate race in 2018 for the seat now held by Democrat Bill Nelson, a supporter of the Obama health law.

"I've seen three or four different reports where Kentucky does better or worse", said Paul.

AP's review of the Kaiser estimates found other states with 2018 Senate races where cuts could play a role. In seats being defended by Republicans, it includes Arizona, Nebraska and Nevada.
