South Korea joint drills may bring catastrophe to region, says Pyongyang

Moon said he believes dialogue with North Korea can happen when North Korea halts missile and nuclear tests.

South Korean President Moon Jae-in has said USA and South Korean policies are aligned on North Korea and promised there "will be no war on the Korean peninsula ever again". A red line usually refers to a threshold that "must not be crossed" or a situation where crossing such a threshold "will not be tolerated".

"Even if China does not take it, it may be necessary for us to make the offer to display our new administration's willingness to be open to the issue and resolve the spat", an official told The Korea Herald, requesting anonymity due to the sensitivity of the subject. This is enough to bring at least the west coast of the United States within range.

After Trump said hostility from Pyongyang would be met with "fire and fury", North Korean military officials said they were considering to launch four missiles towards the US Pacific territory of Guam. Alongside the North Korean threat to the U.S., the possibility of a pre-emptive or retaliatory strike by the USA has made the security situation on the Korean Peninsula more precarious.

Moon said "President Trump is trying to pressure North Korea by showing firm determination".

Marking 100 days in office with his first press conference as president, Moon said that Kim's regime is approaching South Korea's "red line".

"I think that above all Chinese pressure contributed to the statements from North Korea about definitely putting aside these ideas of firing a missile at Guam", he said. The government may also come under pressure from the public regarding what measures should be taken if the North does cross the line.

But the lack of concessions from the USA side indicates that it's up to North Korea to back down at some point and offer more favorable terms for a compromise.
