Chicago to sue Trump Justice Dept. over funding threat, mayor says

The City of Chicago escalated its months-long battle with the Trump administration over immigration enforcement Monday, asking a federal court to block Attorney General Jeff Sessions from imposing several new conditions over certain federal grant money.

Emanuel is suing because he says new rules for a federal crime-fighting grant go against the Constitution and the city's values.

A 161-page report by the Department of Justice released January 13 concluded that the department must embrace community policing as "a core philosophy" in order to end officers' routine violations of the civil rights of residents by using excessive force caused by poor training and nonexistent supervision.

"We will always be a welcoming city", he continued, adding that local police departments rely on the cooperation of the immigrant community - both documented and undocumented. Additionally, many of these agencies have kept ICE agents from entering local jails to interview suspects. Local activists, with the support of some council members, are pushing to tighten up the ordinance to codify the city's position that ICE agents should not be freely allowed into law enforcement facilities. The grant in question would provide the City of Chicago with about $3.2 million for 2017. "When you look at the amount of federal dollars that the City of Chicago receives for various things, including the safety and security of our residents, it totals nearly $1.3 billion". The Chicago Tribune points out that this lawsuit could benefit Emanuel politically.

Eddie Johnson, Chicago's police superintendent, said the city "will not compromise the rights, safety or break the sacred trust of the people that live in and visit Chicago" in order to be eligible for federal funding. The cities were Baltimore, Albuquerque, and Stockton and San Bernardino in California. These cities have some of the highest crime rates in the nation.

Mayors like Mr Emanuel, however, have taken issue with the Trump administration's increased immigration enforcement activity.

"In 2016, more Chicagoans were murdered than in New York City and Los Angeles combined", Devin O'Malley, a DOJ spokesperson, told BuzzFeed News.

Sessions this week announced letters were sent to four cities struggling with gun violence, telling them they would not be eligible for a program that provides money to combat drug trafficking and gang crime unless they follow through on his suggestions.

There's also a possibility of other sanctuary cities taking the city's side.

The legal action comes amid Trump administration threats to cut off funding for so-called sanctuary cities, including Chicago. They say Chicago police officers make no inquiries about immigration status because doing so might fracture residents' trust of the police and discourage those here illegally from reporting crimes or cooperating as witnesses, making the streets more unsafe.
