And, sure enough, on Monday, the Germany economy minister said that tew penalties against Moscow proposed by USA lawmakers violate worldwide law and officials in Brussels should consider countermeasures.

Of particular concern to Zypries is Nord Stream 2, a pipeline project aimed at pumping Russian natural gas to Europe via the Baltic Sea to landfall in Germany. A European Commission spokesman in Brussels said the bloc would be following the sanctions process closely.

But the sanctions bill represents the first time Washington has attempted to force its opposition to the pipeline on European allies through punitive measures. If the U.S. does not take European concerns into account sufficiently, the EU would act appropriately.
