U.S. fines Exxon Mobil over Ukraine-related sanctions violations

Oil giant ExxonMobil was fined $2 million Thursday for violating USA sanctions against Russian Federation three years ago - when Secretary of State Rex Tillerson was still the company's chief executive.

The department's Office of Foreign Assets Control imposed the civil penalty after concluding Exxon Mobil did not voluntarily disclose the violations, which "constitute an egregious case", it said in a statement. Sechin was sanctioned by the Obama administration in 2014 after Russian Federation deployed its military in the Crimea region of Ukraine.

The violations occurred "Between on or about May 14, 2014 and on or about May 23, 2014", when Tillerson was CEO.

"ExxonMobil followed the clear guidance from the White House and Treasury Department when its representatives signed documents involving ongoing oil and gas activities in Russian Federation with Rosneft - a non-blocked entity - that were countersigned on behalf of Rosneft by CEO Igor Sechin in his official representative capacity".

The Treasury Department "is trying to retroactively enforce a new interpretation of an executive order" inconsistent with its prior guidance, Jeffers said.

The State Department declined to comment on Tillerson's role, referring all questions to Exxon. Tillerson visited the White House numerous times as CEO to protest the sanctions, but they remained in place.

With rising tensions between Russian Federation and Ukraine in 2014, western powers, including the US, imposed economic and technological sanctions against Moscow.
