Two senior Liberal cabinet ministers will explain the government's settlement with former Guantanamo Bay prisoner Omar Khadr on Friday.

On Tuesday, government sources confirmed that Ottawa will apologize to the former Guantanamo Bay detainee and will pay him $10.5 million dollars in compensation.

News of Khadr's settlement sparked anger earlier this week, as many Canadians consider him to be a terrorist.

A petition launched by the Canadian Taxpayers Federation opposing the settlement money had gained over 50,000 signatures by Thursday.

Canada Christian College (CCC) President Dr. Charles McVety is amazed that the Canadian government thought nothing about Khadr killing the very people who give their lives to protect them and their fellow Canadians.

Canadian-born Khadr, 30, was captured in 2002 in Afghanistan at the age of 15, and spent a decade in Guantanamo.

"The Supreme Court while acknowledging that Canadian officials acted improperly, did not speak to remedy", he said. "It's been hard you know, finding jobs or going to school and stuff with my past reputation", he said.

Wilson-Raybould noted Friday that the Supreme Court of Canada has already found in two separate cases that Canada violated Khadr's rights. Morris and Speer's widow were planning to seek an emergency injunction in Canada to stop the Canadian government's payout to Khadr and his lawyer.

Khadr said his confessions to U.S. officials were made under duress.

"The administrative management of the case was according to normal practices and procedures and had nothing whatsoever to do with any other legal proceeding", Mr. Goodale said.

Legal experts have said the application, aimed at getting any money Khadr might be awarded to satisfy the Utah judgment, would be extremely unlikely to succeed, in part because Khadr's conviction in Guantanamo Bay runs counter to Canadian public policy. The evidence was then shared with USA intelligence officials.

Khadr's lawyers have long said he was pushed into war by his father, Ahmed Said Khadr, whose family stayed with Usama bin Laden briefly when Omar Khadr was a boy. Khadr's lawyer, John Phillips, provided no comment when questioned by the Globe and Mail as did Canadian justice department lawyer Barney Brucker. Ms. Speer and Mr. Morris can still try to persuade the courts to recognize the $134-million (U.S.) judgment, although legal experts say that could be an uphill battle.
