Khadr to get apology, compensation over $10M as lawsuit settled

Khadr's lawyers met the Department of Justice attorneys behind closed doors last month to reach the deal, the report said. "Khadr confessed to murdering Christopher Speer, a medic who rushed to his aid". Khadr is suspected of throwing a grenade that killed Special Forces Sgt. Christopher Speer and injuring Sgt. Layne Morris.

The Canadian government granted Khadr bail in May 2015 after a judge rejected the Canadian government's request to block Khadr's release while he appeals his conviction.

It comes after Canada's Supreme Court ruled he'd been interrogated under "oppressive circumstances".

"Odious. Confessed terrorist who assembled & planted the same kind of IEDs that killed 97 Canadians to be given $10-million", Mr. Kenney tweeted. The Canadian Taxpayers Federation started an online petition aimed at Trudeau, deploring the deal. "No consideration for Speer's family", tweeted Car Vallee, the former spokesman for ex-Conservative Prime Minister Stephen Harper.

Mr. Khadr, now 30, spent more than 10 years in US and Canadian custody, much of that time in the Guantanamo Bay detention centre.

The court said the actions of the Canadian government had violated the former child soldier's rights under the Charter of Rights and Freedoms and deprived him of fundamental principles of justice.

Canadian intelligence officers took part in Khadr's interrogations while he was being subjected to sleep deprivation and other forms of abuse without access to legal representation.

Thousands of American service members were killed in the wars in Afghanistan and Iraq, but Khadr remains the only captive the US has prosecuted for murder under the Military Commissions Act, which the USA drafted following the September 11, 2001 terrorist attacks.

Addressing reporters from Dublin on Tuesday, Canadian Prime Minister Justin Trudeau said: "There is a judicial process underway that has been underway for a number of years now and we are anticipating, like I think a number of people are, that that judicial process is coming to its conclusion".

Public Safety Canada said the government was not in a position to provide additional information owing to the strictly confidential nature of the case.

The Conservative Party's Foreign Affairs Critic, Peter Kent, said the party would not have an official comment on the apology and compensation package until the government makes a formal announcement.

Speer's widow, along with another soldier who was blinded by the grenade attack, filed a wrongful death and injury lawsuit against Khadr in 2014 because they suspected Khadr might receive financial compensation if he was successful in appealing his sentencing.

A United States judge granted $134.2m in damages in 2015, but the plaintiffs acknowledged there was little chance they would collect any of the money from Khadr because he lives in Canada.

Khadr's lawyers have long said he was pushed into war by his father, Ahmed Said Khadr, whose family stayed with Osama bin Laden briefly when Omar was a boy.

Khadr was only 15 years old when he was shot and detained by U.S. Special Forces following a firefight in Afghanistan.
