Seattle Shooting Raises Questions About Officers' De-Escalation Efforts

She let them into her apartment. You'd be hard-pressed to meet a single African-American who wouldn't have at least a small reservation before dialing 911 for help from the police.

A few moments later, officers are heard shouting for Lyles to "Get back!" He would not say whether any children witnessed the shooting - but said there were three children in the apartment at the time of the shooting.

Murray said what happened to Lyles makes her fear for the others still out there in similar circumstances, she said Lyles is not alone. She was known by officers to have been struggling with mental health issues.

Lyles' death has garnered the attention of activists in the Washington state area, with many saying that the killing was racially motivated.

Court records show police were last at the housing complex for a call involving Lyles on June 5, and noted the case should proceed to a mental health court. The Seattle Police Department claims the officers did have other, less lethal weapons on them, but have not yet detailed what those weapons were.

Williams said she believes race was a factor in the officer's decision. Police say a previous interaction with Lyles flagged a "hazard response" to her call; her sister said during that previous call, she had armed herself with scissors to protect against a boyfriend.

The Seattle Police said that the two officers are on paid administrative leave while the officer's actions are under review.

James Bible, an attorney representing relatives of Lyles, said Tuesday that "the officers knew she was vulnerable" when they went to her apartment.

In the audio recording, the officers are heard talking about Lyles as someone who has said "weird statements" and has a "safety caution". She was later pronounced dead at the scene by fire department officials.

Police in the USA city said the officers immediately performed first aid following Sunday's shooting, but medics arrived and determined she had died. Take her to mental health! At that time, her other three children where at home.

Family members said Lyles had been suffering with a mental illness for the past year, and feared during the two recent police responses that officers would take her children away.

The responding officers can be heard on a dashcam audio recording released by police.

The video from the apartment hallway has no audio, but it shows the officers entering the apartment.

The audio recording and transcripts released by police indicates that the officers had spent about two minutes calmly speaking with Lyles before the situation escalated.

"Do our lives really matter to them?" At the end of the video, an officer can be seen partially backing out of the doorway with his arms raised.

Seattle Mayor Ed Murray called the shooting a "tragedy for all involved" and vowed transparency throughout the probe. "This will be fully investigated", he said. However a federal monitoring report in April showed that use of force incidents by officers had decreased since the investigation.
